One of the proposed bills, House Bill 521, intends to allow a person who's pregnant to drive in any HOV lane in the state, even without an additional person in the passenger seat.
The bill was filed by Rep. Briscoe Cain, R-Deer Park, and is a follow-up to the saga earlier this year when a pregnant Plano woman challenged her HOV lane violation by sayingThe proposed bill would amend the Texas Transportation Code to state that,"an operator of a motor vehicle who is pregnant is entitled to use any high occupancy vehicle lane in this state regardless of whether the vehicle is occupied by a passenger other than the operator's unborn child.
"Texas law has long recognized that an unborn child is a person for purposes of our penal code," Cain said in a statement."It is past time that other parts of our laws recognize this fact — an unborn child is a person."
