Texas comptroller rescinds claim that Harris County defunded constable
Constable Ted Heap’s Precinct 5 budget in the county’s latest spending plan. In doing so, Hegar alleged, Harris County had run afoul of a state law passed by the GOP-controlled Legislature in 2021, Senate Bill 23, that bars large counties from cutting law enforcement spending without getting approval from voters.
The debate over Harris County’s law enforcement funding has been complicated by the county’s decision to shift its budgeting schedule to start in October instead of March. That move required a seven-month stopgap budget last year, muddling year-to-year funding comparisons. In that case, Harris County was required to increase law enforcement funding only as a percentage of its total budget — meaning it could decrease raw funding for a police agency or office, as long as the funding made up a bigger share of the overall county budget than the previous year.
