The bylaw was drafted and would have restricted SRO owners charging more than $500 a month to only a rate of inflation rent increase between tenants, or inflation plus five per cent for rooms between $375 and $500. In August, the court ruled in favour of the owners, stating that the city did not have powers under its governing Vancouver Charter to introduce the bylaw, as rent controls are a provincial responsibility under the RTA.
