'He was also muttering phrases such as 'Chorley scr**es, who do they think they are?'
A drunken man who had been tasered by a police officer ripped the wires out of his chest before running and stealing his patrol car.
Mr Barker said: "They decided the best course of action was to take him home. They dropped him off at his mother's house." At this stage he was behaving in an aggressive and erratic manner but this was seen as a normal occurrence after he'd been drinking. The woman later admitted that she was scared for her life during the journey, which eventually ended with Elford-O'Dowd deciding to get out of the car and walking away. The police attended his location and PC Ainsley, who had been among the earlier response at the pub but was not one of those who took him home, deployed his taser.
Just two months earlier, Elford-O'Dowd had committed other offences when he stole a van from a friend the morning after they had both stayed at a house following a party. On that occasion, he was involved in two collisions which caused minor damage as he recklessly overtook vehicles when it was not safe to do so.
