The leaked report accuses President John Magufuli's government of undermining Uganda's economic growth.

Tanzanian President John Magufuli reviews a military honour guard before attending the launching ceremony of a one-stop border post to speed up slow customs processing at the border and the laying of the cross-border marker for the construction of the East Africa Crude Oil Pipeline in Mutukula, Uganda.

It said member countries were able to refuse consent to the publication of staff reports or related press releases, which Tanzania had done. Mpango said its ongoing talks with the IMF were aimed at incorporating Tanzania's views into the final report before its official publication. Magufuli’s government has embarked on an ambitious programme of industrialisation, but foreign investment in the country has fallen after contentious government interventions in the mining and agriculture sectors.
