, Soto’s conduct has been offensive and in violation of the Ralph M. Brown Act, a state law that governs the protocols for conducting public and closed-session government meetings.
The college also claims Soto violated the Brown Act when she publicly disclosed confidential information from a closed-session meeting about Superintendent Mark Sanchez’s work performance and her disapproval of the evaluation process ahead of an open session vote to renew his contract. “It was not an easy decision to make to have to reprimand another board member, but it has gotten to a point where I do feel that as a board, we need to take action,” he said.
