Following President Cyril Ramaphosa's reference to the MTDP during his State of the Nation Address (Sona) on Thursday night, Minister in the Presidency for Planning, Monitoring and Evaluation, Maropene Ramokgopa, briefed the media on Friday morning regarding the progress made in finalizing the plan. \The MTDP integrates the Statement of Intent of the GNU and the National Development Plan (NDP) into the government's priorities for the next five years. A key area of contention during the development process was the inclusion of a fiscal rule. While organizations like the International Monetary Fund (IMF) have recommended that the National Treasury adopt a fiscal rule to manage government debt levels, the GNU, particularly Finance Minister Enoch Godongwana, expressed reservations. Godongwana believes that the Treasury's existing policy of targeting a primary budget surplus already serves a similar purpose to a fiscal rule. Ramokgopa echoed this sentiment, stating that a fiscal rule could hinder Treasury's ability to respond to unforeseen emergencies, such as the Covid-19 pandemic. \Another significant point of discussion was the National Health Insurance (NHI) targets. The initial draft of the MTDP proposed phasing out private insurance coverage for services covered by the NHI. However, this proposal was removed from the final draft agreed upon at the lekgotla, a strategic planning session for the GNU. President Ramaphosa indicated in his Sona that this year will focus on preparatory work for the NHI, including establishing ministerial advisory committees to address health technologies, healthcare benefits, and an accreditation framework for healthcare service providers. While health minister Dr Aaron Motsoaledi claimed ignorance regarding any agreement reached on the NHI during the lekgotla, Ramokgopa confirmed that negotiations were necessary, though not requiring a full-scale consultative meeting. She emphasized the role of the Department of Planning Monitoring and Evaluation in ensuring a unified government plan and highlighted the importance of engaging with various stakeholders to reach consensus where possible. The final MTDP document, covering all government sectors and outlining clear targets for the GNU's five-year term, awaits approval from Cabinet, expected by the end of the month before its public release.
