While sports betting is legal, other forms of online gambling are prohibited unless licensed by the National Gambling Board (NGB). The DTIC is working with law enforcement to combat illegal activities, including online casinos and unauthorized sports betting platforms. The government recognizes the economic benefits of gambling but also acknowledges the social challenges associated with it, such as problem gambling. The National Gambling Amendment Bill of 2016, which included stricter advertising regulations, is also being revisited to address concerns related to gambling promotion.

Even if the website is based outside of South Africa, it remains illegal for South Africans to participate in these activities unless the National Gambling Board licenses the site. “The department is aware of the growing challenge of illegal online gambling in South Africa,” the minister said. The NGB published the National Gambling Statistics for the 2023/24 financial year near the end of last year.
