The South African government is increasing efforts to regulate and enforce compliance with laws governing dam construction and operation, highlighting the dangers posed by illegal structures.

The South Africa n government is taking a strong stance against the illegal construction and operation of dams, warning that such structures pose a significant threat to public safety and the environment. Minister of Water and Sanitation Pemmy Majodina highlighted that the department of water and sanitation only owns approximately 5% of the total number of dams in the country, with the vast majority privately owned.

This poses a challenge for regulation and enforcement, as many dams are built and managed without proper authorization.During a recent visit to the Vaal Dam, Majodina emphasized the government's commitment to strictly enforcing existing legal frameworks governing dam construction, operation, and maintenance. She stressed that anyone constructing, altering, or repairing a dam must adhere to a comprehensive set of regulations, including dam safety requirements, water use entitlements, and environmental compliance. This process involves applying for dam classification, obtaining necessary licenses, conducting environmental impact assessments, and securing professional engineering expertise for higher-risk categories. The minister warned of severe consequences, including legal action and hefty fines, for those who fail to comply with these regulations. The government's concerns are not unfounded. Unregistered dams, built without proper oversight and safety measures, can pose a considerable risk of failure, potentially leading to catastrophic flooding and loss of life. Illegal water diversions and unauthorized dam structures disrupt water availability for downstream users and contribute to ecological imbalances. Majodina underscored the importance of responsible water management and the need for collaboration between government agencies, private dam owners, and communities to ensure the sustainable use of water resources. She emphasized the government's commitment to utilizing technological advancements in dam construction to enhance safety, efficiency, and environmental sustainability
