In order to receive aid, Palestine would need to condemn Hamas and recognize Israel as a country, according to a California lawmaker's proposal.

Additionally, the bill would require an independent audit of Palestine's budget to be conducted before the U.S. can once again provide any aid to the country. Former President Donald Trump cut more than $200 million in aid to Palestine in 2018. Up until that point, the U.S. was funneling more than $300 million annually into the United Nations Relief and Works Agency for Palestinian Refugees in the Near East , which provides various services to Palestinian refugees.At the time, the State Department cited a need to redirect funding to other projects, saying the U.S. was "no longer willing to shoulder the very disproportionate share.
The Biden administration overturned the decision in 2021, announcing it would once again fund UNRWA. As of July 2022, the administration hadPresident Joe Biden has approved several other measures meant to support Palestinians during his presidency. In 2022, he announced $100 million "in support of healthcare services for Palestinians" in the East Jerusalem Hospital Network.of indirectly funding the Hamas terrorist attacks.
Republicans, pointing to Iran's ties with Hamas, argue the move made the terrorist invasion possible. The White House has repeatedly denied the accusations, claiming that the funds from the prisoner swap have yet to be spent by Iran.to once again block Iran from accessing the account. The U.S. National Security Council reiterated the same day that "not one dime of it has been spent."
