She said she doesn’t know for sure how many of the letters were issued, to the best of her knowledge it was about 640. She also told the committee she believed the letters were intended to get Afghans through checkpoints and out of the country, not to grant them access to Canada, though the letter itself states that the recipient has been granted a visa to enter Canada.
