Johannesburg - Private security guards contracted by universities during #FeesMustFall protests acted illegally by conducting crowd control operations, the Private Security Industry Regulatory Authority has implied in a revealing report.

But the private guards conducted several crowd control operations during the student protests that hit the country’s universities in 2015 and 2016. “Although the mandate of crowd control falls squarely on the shoulders of the South African Police Service , there were elements of crowd control that private security providers inadvertently provided during the protests,” said the report.
