At least six community groups are urging the council to appoint Deputy City Manager Kim Bizor Tolbert as interim city manager.
Harrison Blair, president of the Dallas Black Chamber of Commerce, said the groups are supporting Tolbert to ensure stability as the city searches for a permanent new city manager. Tolbert is Broadnax’s former chief of staff, has experience, and as deputy city manager is probably better prepared than most to step into the interim position, he said.“This is a great situation to pull out the team member who can really guide the city through this tumultuous moment,” Blair said.
Tolbert declined to speak at length Monday about the interim city manager job or the support she’s received for the role. Tolbert oversees Dallas’ departments for homeless solutions, aviation, human resources, and communications, outreach and marketing; Dallas Water Utilities; the Mayor and City Council Office; and the small business center.
