A 36-year-old man, identified as Kyle Lobo, was shot and killed by San Marcos police during an early Christmas morning altercation.The San Marcos Police Department union and city council are heading back to the drawing board following a surprising vote Tuesday night to rescind their most recent Meet and Confer agreement.
The nonpartisan council voted 4-3 to rescind the agreement. Mayor Jane Hughson and council members Matthew Mendoza and Mark Gleason were the dissenting votes; council members Shane Scott and Jude Prather, who typically vote along more conservative lines, were among the supporting votes, along with council members Alyssa Garza and Saul Gonzales.
The vote rescinds the Meet and Confer agreement that was approved by the council last year, went into effect Oct. 1 and was going to last until Sept. 30, 2025. The agreement will now expire June 7, 2023, as the council and police union renegotiate.The Meet and Confer agreement is the fifth such agreement passed by the council since 2009. Meet and Confer essentially lays the blueprint for how the city negotiates with the police department in terms of wages, working conditions and work hours.
