The Commission on Police Practices will need to deal with a backlog and implement rules to carry out investigations

San Diego’s new police oversight commission is set to convene for the first time — and get to work — at the end of the month, a long-awaited step in the ongoing overhaul of civilian oversight of police.. After background checks and a review of their qualifications, 23 of them will be sworn in at an Aug. 29 meeting. Two candidates were disqualified because of prior work for law enforcement agencies, so two seats will be filled at a later date.

“We need to understand that this is a total re-imagining of civilian oversight of SDPD that includes many powers the previous did not have,” said Sharmaine Moseley, the commission’s interim executive director. Jared Wilson, president of the San Diego Police Officers Association, said he is glad commissioners will go through training, especially on the topics of bias and fairness, “because as a board that will be making decisions, it’s important that they come to conclusions that are fair and impartial.”

Montgomery Steppe said: “Confirming these new commissioners begins a new chapter in the journey to a city that amplifies the voice of our most vulnerable residents. These qualified appointees hold opportunities to implement the spirit and intent of the measure that voters approved overwhelmingly—bringing the vision to fruition.”

The process to stand up the commission has taken longer than some community members expected. After several delays, the City Council Bonnie Benitez, Dennis Larkin, Doug Case, Mark Maddox and Nicole Murray Ramirez in the seats reserved for residents in low- to moderate-income neighborhoods; and
