Michael Smolens: San Diego hit by housing density backlash
San Diego officials appear to be at a crossroads in their years-long push to increase housing density across the city.
It can take a long time for the impact of such housing rules to be truly felt. Just in the past year or so, complaints and observations have surfaced more regularly from residents about increased housing density construction nearby. Unlike other recent state housing laws, SB 10 does not impose its rules on local governments, but allows them to opt in. That’s what the mayor wanted for San Diego, which appeared the first city in California ready to take the plunge.
About 80 percent of San Diego’s residential land is zoned for single-family homes, though with ADUs and other new policies that zoning essentially no longer exists. The real sleeper in housing legislation at the local and state levels over the years has been to allow more accessory dwelling units on a given lot and expedite the process to get them built.
