Animal Care Services on Wednesday presented the City Council with a high-level overview of its new strategic plan, which outlines ACS’ goals and priorities. His wife, Juanita “Janie” Najera, 74, also was bitten by the animals. So were two other people who tried to stop the mauling.Well before the attack, District 2 Councilman Jalen McKee-Rodriguez pushed for increasing the ACS budget. He noted that the council has long heard about people saying they can’t go for walks, visit parks or let their kids play outside because of “roaming and sometimes aggressive animals.

Though several council members and the mayor expressed similar sentiments and encouraged ACS leaders to tell them what they need to improve their program, Councilmen Clayton Perry and John Courage requested additional figures. Perry seemed skeptical about whether or not the department is using its existing funds to its full capabilities.
