Development Services Director Michael Shannon said the city has been working to reduce signage since the mid-1980s, when San Antonio had roughly 2,400 billboards and off-premise signs. “The digital conversion is really, I think the fastest way to continue to take down existing billboards,” Shannon told members of the committee.Under the new plan the city would offer permits for eight digital billboard conversions
