“That's how you're going to set about creating a culture where wrongdoing is not the norm, but rather the exception. I would like to believe that we are a society that is capable of fixing things, that is capable of renewal and capable of greatness. “We see as an instrument to influence and enforce change, a change that society yearns for and a change that should influence better governance and better outcomes.

She said the punitive part only comes afterwards, and does not replace the duty and the responsibility of accounting officers to act proactively, to prevent problems or deal with them as soon as they arise.
