Authorities have said they hope schools will reach some sort of normality by August 2020.
Motshekga held a media briefing, on the readiness of other grades who are expected to return from 6 July.
Motshekga said the Department has consulted with medical and other scientific professionals on the steps forward and considered reports submitted by various stakeholders. Eleven teachers and four non-teaching staff in the Eastern Cape, as well as three pupils, were reported to have died as a result of COVID-19 complications.
