In the aftermath of the 1994 Genocide against the Tutsi in Rwanda, the new government adopted unconventional measures to find solutions to the challenges the country faced.

As part of efforts to reconstruct post-genocide Rwanda and nurture a shared national identity, the government drew on aspects of Rwanda n culture and traditional practices to enrich and adapt its development programmes to the country's needs and context.
