But while all that goes ahead, a rarely spoken about dark spot on his legacy - the country's human rights record - will probably be ignored again.That has a chilling effect for Aimable Karasira, 41, a former university lecturer turned popular YouTube commentator and government critic who has been in jail for over a year now.

The prison is several kilometres from the venue where the heads of government gathering will be held, the Kigali Convention Centre. Karasira and others, such as Paul Rusesabagina, whose bravery during the genocide inspired the movieLewis Mudge, the Central Africa director at Human Rights Watch said:

With the Commonwealth show in town next week, the Human Rights Watch [HRW] called on Commonwealth leaders to seize this opportunity to call for Rwanda to release those jailed for being government critics.Ahead of the Commonwealth Heads of Government Meeting, scheduled to begin on June 20, 2022, in Rwanda, Commonwealth leaders should urgently call for the government to immediately and unconditionally release all those jailed for exercising their right to freedom of expression.
