Fulgence Kayishema, a fugitive wanted for his role in the 1994 Genocide against the Tutsi, was re-arrested on Tuesday, August 15, 2023 in Cape Town, South Africa. This time he will be transferred to Arusha, Tanzania from where his trial will commence, writes Hudson Kuteesa for New Times. This latest development brought at the request of the United National International Residual Mechanism for Criminal Tribunals, caught his legal team unawares, News24 reports. The 62-year-old has been in custody in South Africa since May 24, 2023 when he was apprehended in Cape Town, first on allegations of Refugees Act and immigration law violations. It was later found that he was a wanted fugitive for genocide crimes in Rwanda. In 2021 Ephrem Rugiririza wrote for JusticeInfo.net that international prosecutor Serge Brammertz accused South Africa of protecting Kayishema. Kayishema has been named as a key perpetrator of the bulldozing and setting alight of the Nyange Church in western Rwanda, in which over 1,500 people of the Tutsi ethnic group were trapped and where many were killed as a result of the attack.
