Murphy went on to note that the Department of Defense and the Department of Homeland Security"are pressing hard for Congress to end the continuing resolution and get a budget passed," in order to make national security agencies"nimble enough to support Ukraine."While the president releases his preferred budget and Congress passes continuing resolutions to fund the government, Congress has not passed a full budget on time since the 1990s.
