According to its own flyer, the city plans to use locations in Orange and Rockland counties for up to four months as emergency use hotels. Such a setup they argue requires approval from the State Office of Temporary Disability and Assistance.Both Orange and Rockland have declared States of Emergency, which New York Governor Kathy Hochul says her office is looking into the legality of, all while trying to come up with a solution.
