First drafted in 1996, the summary proceedings bylaw was updated in 2002 and 2009. But the city has grown substantially in the past two decades, and the needs of residents and council have changed.

McKenna’s presentation outlined ways a city can enforce its rules, including municipal offence tickets and “laying an information.” The city can issue a certificate of default or place a lien on a property.
