Fees for drinking water testing and rabies tests will increase, while those for food-borne illnesses are reduced

Most of those are internal charges between departments, staff said. But a new tobacco fee will require retailers in the unincorporated county to pay for permits for tobacco sales. Those changes align with a tobacco licensing ordinance that the board approved in 2020. It requires stores to obtain an annual license to sell tobacco, and comply with rules that regulate packaging and pricing and prohibit flavored tobacco products.

Storekeepers and their advocates said the tobacco ordinance and its restrictions on menthol cigarettes and other flavored products has reduced business at small markets. Some callers said they supported the fee, saying it would keep kids from buying cigarettes and would assign the cost to retailers, rather than San Diego taxpayers. Board Chair Nathan Fletcher said the fee reimburses the cost of enforcing tobacco regulations, but doesn’t begin to cover medical costs of tobacco-related illnesses.
