Other notables include Melbourne in ninth, marking the first time since the rankings began in 2008 the Australian city placed in the Top 10. Dubai was No. 11, noted for its “great strides in enhancing its cultural interaction” as well as resuming tourism air traffic. New York earned points for its quick recovery of its transportation network, while Paris scored higher in livability compared to last year.
