Greater Manchester charity says rape victims have been ‘failed’ as number of charges reach new low
A charity says rape victims have been ‘failed‘ by a system that has seen national detection rates plummet to a new low.
That was an improvement on the previous year when just 1.9 per cent of completed investigations resulted in a charge or summons. But the rate has still fallen by more than half from 5.1 per cent in the year ending March 2018. For the worst-performing police force nationally, the rate was lower than one in 100, according to exclusive analysis of official crime figures by Reach’s data unit.
But only 988 - just 2.5 per cent of cases - resulted in a charge or summons after police finished considering the evidence. That is the lowest detection rate on record and has almost halved in the space of four years. Nine other forces had a detection rate of one in 50 or lower - Essex, Hampshire, Sussex, Cambridgeshire, Suffolk, Merseyside, Cleveland, Gloucestershire, and Avon and Somerset.
The government says adult rape referrals for prosecution have increased by 63 per cent since the introduction of the Joint National Action Plan between police and the CPS in January 2021. It says Soteria will “improve the victim experience” and ensure that survivors of rape are “listened to, treated with respect and compassion” and can be confident that “a thorough investigation will be launched”.
