Labour Minister Monte McNaughton has pursued a pro-labour policy that will benefit the provincial workforce, which he says helped his party win election support this summer. The PCs won ridings in Thunder Bay, Windsor, Timmins and Hamilton that hadn’t voted Conservative in nearly 100 years.

Provinces are allowed to directly choose some immigrants with an eye to meeting the economy’s labour needs. Ontario, with the largest labour shortage, has the lowest percentage of immigrants under its control. Ontario gets to pick just under five per cent of the people who come here.

Ontario’s priorities are skilled trades and health-care workers, but the government has almost no ability to select the skills the province needs most. The federal process is also inexcusably slow. Ontario takes 90 days to select an immigrant tradesperson, McNaughton says. The federal government takes up to 42 months to move that individual through the immigration system.
