For the first time, college and university funding will depend primarily on results, not on the size of the student population
The Ontario government is quietly instituting what is almost certainly the biggest shakeup the province’s colleges and universities have ever seen. It’s one of the most meaningful changes in the new provincial budget.This will be no shock to our colleges. It’s their reason for being. The big change is going to be at Ontario universities.
It’s not a token effort, either. When fully implemented in 2025, 60 per cent of university and college government funding will be based on performance. That’s a sharp contrast to the approach under the Liberal government. It had the same concept, but less than two per cent of funding was at stake and schools had to measure as many as 38 metrics.
Senior university management has been moderately supportive of the coming change, while waiting to see the details. There are a couple of good reasons for that. The old system of compensating universities primarily for the sheer volume of students wasn’t working. For years, universities have been chasing their tails, trying to cover mounting costs by taking in more and more students. There is a limit to what they can sustain. Now, they will have a system that rewards quality, not volume.
