‘The Border Management Authority comes through as the third law enforcement authority in the republic after the Saps and the Defence Force. We are now creating a law enforcement structure that is going to be responsible for the implementation of the border laws,’ says Dr Mike Masiapato, commissioner of the Border Management Authority.
JEREMY MAGGS: President Ramaphosa will this week launch the Border Management Authority [BMA] in Limpopo, as the entity moves to strengthen South Africa’s land ports of entry, which as you well know, are prone to the illegal movement of goods and people. So many questions here. Will the initiative work? How bad is the problem at these points of entry? How will the authority do its job if it is not sufficiently resourced? So many questions.
So the first part is to facilitate and manage the legitimate movement of persons across our ports of entry, as well as the border law enforcement area. But the most critical issue, it facilitated corruption, primarily because you had an environment where you have various individuals in a way operating in one place without any single commander and controller in a way.
MIKE MASIAPATO: Ja, Jeremy, maybe let me indicate this point. The point is we had effectively integrated all the four functions, which used to be done by four different departments. So, in other words, we no longer have the Department of Home Affairs at the port. It’s only the Border Management Authority responsible for the implementation of immigration functions. We no longer have the Department of Health.
JEREMY MAGGS: No, what I am going to ask you though is it’s still going to be difficult to integrate those different entities. How are you going to do that?
