When Ramaphosa arrived at Hitekani he was greeted by cheers and boos by some in the crowd that had gathered outside the voting station. Some bystanders complained that they did not have water or electricity. The community has allegedly been without water for three days.

He said the provision of basic services in municipalities was “very difficult and complex”, and that people had every reason to complain. He said residents had a chance to raise their issues through the vote. Ephraim Hlongwane from ward 11 in Chiawelo says he will go vote even though he has lived without electricity for 2 years before a new transformer was installed in the area. But now his house is one of those that have been affected by the week-long blackout.
