Washington and the European Union are set to impose additional sanctions on Russia over the annexation plan, and even some of Russia’s close traditional allies, such as Serbia and Kazakhstan, say they will not recognize the move. The United States has unveiled a $1.1 billion weapons package for Ukraine that includes 18 High Mobility Artillery Rocket System launchers, accompanying munitions, various types of counter drone systems and radar systems. An EU official said the bloc’s leaders would discuss the issue next week, adding that the apparent sabotage had changed the nature of the conflict in Ukraine fundamentally.
