'We can't control our customers when they step outside'
A Chorley pub that was closed after violence repeatedly flared in the vicinity of the premises will be allowed to reopen under new management – but subject to tough new conditions about how it operates.
Such supervision at the entrance would have been “likely” to have prevented the disorder that dogged the venue in the period leading up to its closure, PC Stephen Connolly told the meeting. A bar manager had indicated to police in July that the intention was to introduce door monitoring, but that move had still not been made when the venue closed nearly two months later.
Darren and Chris Tickle also said that they had been held to a higher standard than other pubs in Chorley, which they claimed had seen similar – or worse – levels of violence in recent months and yet remained open. “We run a lot of businesses in Chorley [and] we don’t have these problems – [but] someone has crawled through the net,” Mr. Hayes said. The meeting heard that Chris Tickle was the tenant, while the LDRS understands he was supported in the venture by his brother, Darren.
“There [have] been multiple …joint visits with other officers of the council [and] with the police in an attempt to help and assist the managers…at the premises to bring their activities into compliance,” licensing enforcement team leader Nathan Howson said.
Members also recommended that Trust Inns, as the premises licence holder, applies for The Imperial to join the local Pub Watch scheme – which would take the decision out of the hands of a future tenant. ‘WE CAN’T CONTROL CUSTOMERS ONCE THEY STEP OUTSIDE’ Speaking to the LDRS 24 hours after Wednesday’s licensing committee hearing, Darren Tickle accused Chorley Council and the police of double standards over the closure of The Imperial.
“I was in [a pub in Chorley] a few months ago when a lad ran in with a knife and tried to stab a woman – Joe Public dived on him and put him to the ground [until] the police came. Why have they [not been shut]?”
