Ottawa dangles promise of more funding — but makes clear it would come with strings.

VANCOUVER—With health-care systems stressed across Canada, provincial health ministers are set to meet their federal counterpart in Vancouver this week to see if an acrimonious relationship can be mended enough to make some improvements.

Adrian Dix, British Columbia’s minister of health and a co-chair of the meeting, addressed reporters at the Pan Pacific Hotel, flanked by health ministers from the other provinces and territories. Long waits for surgeries and workers leaving the sector are two areas that Dix said are of great concern. Dix acknowledged public anger in Vancouver on Monday after local media reports said there was a nine-hour wait in emergency at B.C. Women and Children’s Hospital over the weekend. Comparable stories have become common across the country in recent months.

But the conditions Ottawa has attached to a major increase in funding have some questioning whether provinces will agree.
