Provinces will just have to wait for the Prasa turnaround before control of the passenger rail system could be handed over to metros.

However, Minister of Transport Blade Nzimande says they're not ready.“We are having big issues implementing the bus rapid transport in Cape Town. It is a smaller operation but it has big challenges.

We are working with provinces, municipalities, the Cape Town metro, we have been working together in order to turn around the system.”The agency is expected to reach a turnaround phase in the next 12 months and reach its growth and expansion phase within the next 36 months.
