Philippe Dufresne said in a report that the government\u0027s response to the pandemic \u0022complied with relevant privacy laws,\u0022 despite complaints.

But the commissioner found the government had taken reasonable steps to get anonymous data and ensure it stayed anonymous, which “reduced the risk of identifying individuals below the ‘serious possibility’ threshold.”The commissioner also looked closely at vaccine mandate programs for both travellers and the public service. It found in all but a handful of cases the information was stored in a reasonable manner.

“We recommended that if Transport Canada considers the mandatory collection of personal information for the purpose of transportation safety in the future, that it more clearly define both the intended objectives and the scope of such measures,” he said. The commissioner did fault the government for a problem with the controversial ArriveCan app. It found that people who used a specific version of the app on Apple phones and took a specific set of steps were told they had to quarantine.
