Trudeau is meeting with Canada’s premiers later Tuesday to announce an increase in federal health transfer payments and plans for bilateral agreements tailored to each province.
As well, the new accord will include a higher guaranteed rate of annual increases than had been previously in place for more than a decade, insiders privy to the talks say.
This will be done in two ways: through additional money along with a newly raised guaranteed “floor” for annual increases to the CHT, and via separate individual or “bilateral” health deals with provinces.Because that money is not part of the CHT, Ottawa can attach conditions — or strings — to the funding in order to ensure it goes toward health and not provinces’ general revenues.
