A power outage impacting San Ysidro, Otay Mesa and Nestor had around 3,600 customers in the dark as of 9:45 p.m. Monday night.
About half of the customers impacted can expect to have their power restored by 11:30 p.m., while the other half will have to wait until 1:30 a.m. Tuesday,
