Bournemouth Christchurch and Poole (BCP) Council has invested £15m in the housing scheme.
The future of a housing scheme in which a council has invested £15m has been left uncertain after its developer went into administration.
Carters Quay was anticipated to have been completed by the end of 2024, with its one, two and three-bedroom apartments available at private market rent rates through the council's wholly-owned company Seascape Homes and Property Limited. She said: "The reality is construction has changed - companies are struggling. Over the course of this year we were made aware of difficulties the company was having.
Adam Richens, the council head of finance, said: "The officers at the time took the due diligence seriously, they reviewed the risks and established mechanisms to protect the council from those risks."
