Extra $25.8-billion request brings federal spending up 4.6 per cent this year to $433-billionExtra $25.8-billion request brings federal spending up 4.6 per cent this year to $433-billionFunding for Indigenous legal claims, British Columbia disaster relief, and Canada’s COVID-19 measures are among the big-ticket items in a $25.8-billion request for new federal spending that’s currently before Parliamentarians. If approved, it would bring spending so far in 2022-23 to $433-billion, which the Parliamentary Budget Officer (PBO) noted represents a $19.2-billion, or 4.6 per cent, increase over the previous year. Of the new amount laid out in the latest supplementary estimates, known as “B,” MPs will vote on roughly $20.8-billion, representing 9.5 per cent of the total $219.9-billion in voted budgetary spending so far this year, with $199.1-billion already voted on through the main estimates and the first set of supplementary spending that MPs approved earlier this year. About one-third of the overall $25.8-billion in spending tabled by Treasury Board President Mona Fortier (Ottawa-Vanier, Ont.) on Nov. 17 is tied to Budget 2022 items, bringing plans forward for more than 90 per cent of the expenses projected for this year in the April fiscal blueprint, as noted by the PBO. It’s a much bigger package than is typically seen this time of year, Fortier acknowledged when she appeared before MPs on the House Government Operations and Estimates Committee on Nov. 21, but she said it’s being requested “in order to solve important issues.”  “The amounts in these supplementary estimates are far higher than what we’re used to. Most of this is due to Indigenous claims, to agreement settlements, and to investment in infrastructure for Indigenous communities,” she said, speaking in French. In 2021-22, the second set of supplementary estimates called on MPs to approve $8.7-billion out of a total $13.4-billion in new spending. Meanwhile, the 2022-23 Supplementary Estimates (A), tabled on May 27, were much smaller, representing an almost 77 per cent drop from the first supplementary estimates for 2021-22. The largest departmental funding envelope in the latest ask is $6.3
