It adds that the new design's “clean lines and proportions" would “represent a significant uplift in the character of the site and the street scene”.
The new building would include parking spaces for six cars, which is below Hertsmere Borough Council’s adopted car parking standards. However, the plan claims the site location is suitable for having less parking. Assessing previous plans, the council labelled the building as “empty and in a poor state of repair”.
