As some Phoenix council members lean further left than Kate Gallego, the mayor is working to build a coalition in the November election.
Now, Gallego has put her political heft behind Kevin Robinson, a former Republican turned independent and a former Phoenix assistant police chief who is running for City Council in District 6. She describes him as someone the city always relied on to help sort out divided perspectives.
All of this comes while the city must grapple with broad issues such as water management, climate change and affordable housing. Scheel, a former chief of staff for Mayor Phil Gordon in the early 2000s, said electing Robinson would not fix council divisions, particularly if Garcia is reelected in District 8.
The city could face a consent decree that mandates changes to improve the department. A consent decree in Baltimore mandated changes to police policies and training, investment in technology and added accountability measures. The same council members, along with Councilmember Yassamin Ansari, also pushed the prevailing wage measure that would've raised pay for publicly funded construction workersGarcia said that vote highlighted council's fear the city would get trumped by state law and face a lawsuit.
