That can be anything from somebody who laughs at someone who can't reach a high shelf to somebody who laughs at someone for not knowing English. It's just an ugly thing to do. If you find humor in the pain of people who are already in a difficult place, it's pretty clear that you don't have much empathy in your heart — and for me, empathy is one of the most attractive qualities.
