A new report has ranked each state on whether it's the best or worst for teen drivers.

States were then graded using this data across three key dimensions — “Safety;” “Economic Environment;” and “Driving Laws” – as well as relevant metrics like “Share of Teen Drinking & Driving” for final rankings.the 38th overall spot on the list, meaning the Keystone State was among the bottom 15 worst states for teens behind the wheel in the country. Pennsylvania got particularly low marks in the “Driving Laws” category, in which it ranked 42nd.
“In my opinion, the best states for teen drivers, and thereby for their parents, are the ones where teens do not need to drive,” says Per Garner, Ph.D., P.E., and professor at the University of Maine. “So walkable communities with good publication transportation should be the goal. However, in rural areas, teens often need to drive or be driven.”
Adds he: “Teenagers mature at different ages, so restrictions are needed, and most states do limit teen drivers from carrying teen passengers during the first six months or so of getting licensed.
