A PennLive investigation that found Dauphin County officials spent much of the $3.4 million they pocketed from jail phone calls on staff perks and private contractors has spurred two new bills in the Legislature.
Cappelletti said a legal intern brought the issue to her attention after reading the PennLive investigation.
