Martin Reynolds, giving evidence, wrote an email inviting over 100 Downing Street staff to a gathering in the first Covid lockdown

Mr Reynolds has been asked whether there was an optimism bias on the part of then-prime minister Boris Johnson in early 2020, before the full scale of the Covid pandemic became apparent.

'I think there was a reassuring message coming up into No 10 during that period.' He added that he thinks that Mr Johnson believes that 'as a leader, it is important to project confidence and the ability to deal with things'. Asked if he believed at the time that the Government was getting on top of the problem or not, he said that a note from 20 February 2020 suggests that the 'system is gripping the challenge in an appropriate way.
