In a vote on Jan. 16, council voted against asking the province to amend the City of St. John’s Act to allow the city to create a bylaw on the issue. The day after the vote, another light was mounted on the same building, this time angled to shine into the home of the woman who started the petition, Christina Smith.

“The mayor and city council have suggested that we resolve matters through civil litigation,” a statement on the GoFundMe attributed to the Outer Battery Preservation Society reads. “Although we are receiving some pro-bono legal work , related legal and court costs have been and will continue to be substantial.”

“I'm disappointed that it was necessary, I'm disappointed that our civic supports can't stop it, I’m disappointed the legal routes that don't cost money, from our government or from our police force, that they're not actually the ones leading this, that it has to be grassroots,” she said. “It's really sad that there's not something in place to protect citizens. It's shocking.
