Too many Texans don't head to the polls for primary elections, but that's when most races are decided.
Early voting has begun. Texans can now head to the polls to cast ballots in the Democratic and Republican primaries. In keeping with tradition, the Express-News Editorial Board is offering candidate recommendations. To prepare these recommendations, we interviewed candidates. We also conducted background research. We only make recommendations in contested primaries. There are occasions when we cannot recommend a candidate because of their policy positions.
